It is also worth noting that BHAs are not a part of the state government. What they do is provide services, and the number of BHAs who are part of the Texas Department of State Health Services are not nearly enough to cover all of the state’s needs. BHAs are also not required to keep records, so a lot of information is not available to you. So the BHAs are really just a resource to the public, not a government entity.
